The AC21 General Secretariat was established on October 15, 2002 as the head office of AC21 and is located at Nagoya University, Japan. Its staff structure is as follows as of October 1, 2007:

The permanent staff of the General Secretariat will be constantly available as a mutual support system with back-up from the AC21 website. Its main function lies in coordinating activities of AC21, channeling information from all members and updating as well as editing all information on the AC21 website.
